However in order to analyse the conditional cash transfers, the analysis should be based on the new approach to social protection, that encompasses risk management approach that is aimed at enhancing human capital and defeating poverty in the longer term plans (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 5). For instance the social risk management strategy indicates that individuals, households and communities are exposed to multiple risks in their environment. Thus Poverty translates to greater vulnerability of the poor community, simply because poor people in the community or society usually are limited to access to instruments that are necessary for risk management (Behrman Sengupta, 2001, p. 213). In addition poor sect of society or community are always poorly prepared to cope with crises whenever they occur. For example the poor sect would handle a financial crisis using an informal method and approach like taking their children out of school and keeping them at home, which is insufficient approach to crisis management. In this respect the social risk management model uses three functions that are vital for the public policies. This includes the prevention, mitigation and coping, which embraces the long term benefits and reduced consequences. Therefore, it ends up helping benefiting people living in structural poverty, people who are just above the poverty line and groups with special needs in the society. Therefore, the CCTs approach is rooted from the concept of social protection as human capital investment that holds that poverty is reproduced across human generations due to a lack of investment in human capital (Behrman Sengupta, 2001, p. 63). In this respect CCTs approach is more effective than the traditional approach, since it incentivizes this human capital investment by attaching conditions to transfers to produce desired results to the community and world at large. The use of CCTs in education ensures that opportunity cost of education is reduced hence reinforces the income effect of the transfer in such a way that school attendance and child labour is not as a substitute to income effect. This is aided by implementation regulations such as compulsory attendance of school by children with income substitution to enhance its impact. In this case when the children spend much time in school they would not consume as much resources as they would consume when are at home. Hence in terms of conditional cash transfers it implies that,there will be a minimum transfer amount needed to produce incentives 0 to send children to school (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 56). Therefore, this ensures that the saved resources are put to development agendas that will enhance wealth creation and more investment realization. The program was created in the year 1997 by Mexican Federal Governments as a strategy to support rural families in extreme poverty to alleviate from those poor conditions (Cardoso Souza, 2003, p. 39). But the name changed to Oportunidades meaning Opportunities that was extended to urban populations by president Fox in the 2001. This program uses the conditional cash transfer concept within Latin America and its design marks a significant shift in social services provision in Mexico today. The guiding principles that the program uses to work are; targeting, intersectorality, empowerment of women and shared responsibility. The program was created for the purpose of increasing the capabilities of families that live in extreme poverty by investing in human capital in Mexico (Attanasio Gomez Heredia Vera-Hernandez, 2005, p. 42). This goal has three main objectives which includes education, health and nutrition. This is because the three component are dependent of each other. For instance, education will enhance technological development in the health and food production sectors to handle diseases and agricultural areas respectively, while education can not continue and progress within the environment that is infested by diseases and poor health as a result of malnutrition. Both components, if they are not balanced, can result to poor productivity in the economy and society. In this connection, the following section shall look at these three components Educational component The payments that concerns educational expenses are made to families with children under the age of 18 who are enrolled in school between the first year of primary education and the third year of secondary school. But in order to create and initiate incentive for families to invest in human capital, payments are conditional to children attending school. In addition, if a child has a non-attendance rate of over 15 percent in one academic month without a valid reason, the family does not receive the assistance that concerns education. By doing so, the government ensures that great emphasis is laid to education and eliminates unnecessary laxity in the implementation process, by involving parent to monitor their children and educationalists to keep updated record which the government uses to allocate payments to parents hence, each stakeholder participates in the process (Calde Coady, 2004, p. 272) . The amount of money that is transferred are set basing on the additional income the children would be fetching to the family if the child would be working and not attending to school. The payment rises with an increase in the age of a child. However, this is schemed higher for girls at secondary level (ECLAC, 2002, p. 71) . This is to encourage a girl child education like many parts of the world today do. In addition to regulation of the payment, the pay is designed to be inflation concious that prevents falling of value. In general, the grant is dependant on the enrolment and school attendance. While, the grant covers both direct costs required like school fees, school supplies, transportation and the opportunity costs as a result of attending school in Mexico (Davis, 2003, p. 30). Health component In relation to the health component Oportunidades program invokes the provision of primary health care to all members of the family, this to cultivate an enabling environment for the leaner to able attended to well. The health services are provided at clinics, dispensaries and health centrers which are operated and run by Instituto Mexicano del Seguro Social (Mexican Social Security Institute) and the Secretariat of Health (Davis, 2003, p. 128). What does Scout learn about Maycomb and its inhabitants during the trial?

Through witnessing the trial, Scout learns a lot about Maycomb and its inhabitants, particularly Bob Ewell, Mayella Ewell, Tom Robinson, Dolphus Raymond and her own father, Atticus.Bob Ewell is the villain of the ‘To Kill A Mockingbird’ and, as a result of the trial, he attempts to get revenge on Atticus and his family. However, in the trial itself he is depicted as a very unpleasant person, not only by his appearance, â€Å"a little bantam cock of a man† but also by his conduct. Scout learns that he drinks and sometimes leaves his family for days, he is violent and he may even be committing incest with Mayella. Atticus establishes that he is left-handed and that Mayella was probably beaten up by a left-handed man – it seems that he, and not Tom Robinson, beat up Mayella after he saw Mayella trying to kiss Tom.Bob therefore lies during the trial and is prepared to sacrifice the life of an innocent man for the sake of his daughter's reputation. His abominabl e behaviour during the trial and his assumption that everybody will be on his side against a black man convince the reader that he is a thoroughly loathsome character. Mayella Ewell also lies in court but for different reasons to her father. She is the only responsible member of one of the poorest families in Maycomb.She looks after herself and her brothers and sisters and even tries to bring some beauty into their lives by growing geraniums. Her family is so poor that white people will have nothing to do with her and, at that time, it was not possible for her to be friendly with black people. Hence Scout coming to the conclusion that she is â€Å"the loneliest person in the world†. Tom Robinson passed her house every day on his way to work and, according to Scout; he was probably the only person who was ever nice to her.Tom's evidence at the trial implies that she had planned to make a pass at him for a long time. It took her nearly a year to save enough money to send all he r brothers and sisters into town to get ice creams. When she and Tom were alone together she tried to kiss him but she was interrupted by the arrival of her father. At that time in the 1930s there was a very strong prejudice against white women being involved with black men and if the fact that she had kissed Tom of her own accord emerged, she would have been shunned by everyone. She would rather let Tom die than let this happen.The trial also helps Scout gain a further insight into the character of Tom Robinson, who is the innocent victim of Mayella's loneliness and is often perceived to be the â€Å"mockingbird† of the novel. He assisted Mayella over a long period of time and always behaved courteously and respectfully around her. When Mayella tried to kiss him he didn't know what to do. He couldn't hit a white woman to keep her away from him nor could he allow her to kiss him – he ran away when Bob Ewell arrived knowing that whatever he did would get him into troubl e.In the trial Tom's innocence is proved by the fact that only his right arm is useable. It becomes evident that he couldn't have held Mayella and raped her in the way that she described, and her injuries were the result of a beating from a left-handed man. He is honest and labours strenuously but he offends the jury by saying that the reason why he did all the work for Mayella is because he â€Å"felt right sorry for her. † Tom oversteps some societal boundaries and his admission of sympathy of Mayella – a white woman – is considered impertinent due to the lower status of black people at the time.In spite of his obvious innocence and the persuasive arguments presented by Atticus, Tom is convicted of the crime as racial prejudice is still too strong and society is not yet able to deal with such a case fairly. Prior to the trial, Scout only knows Dolphus Raymond through the rumours that revolve around him: he always drinks whisky out of a sack which supposedly pr ovides an explanation for why he’s got a â€Å"coloured woman and all sorts of mixed chillum†; he â€Å"owns all one side of a river bank†¦and he’s from a real old family to boot.†But through meeting Dolphus with Dill, Scout is informed that he pretends to be an alcoholic because it was the only way the Maycomb would accept him. He says this was so because they could not grasp a sane white person ever living with coloured folks. This interlude with Dolphus Raymond at the beginning of chapter 20 foreshadows Atticus’s views, expressed later, that black people are people like everyone else. Scout and the readers learn that we shouldn’t judge people by appearances.Although she judges Dolphus by his reputation, her opinion changes after she has met him – something that sadly the white jury of the trial is incapable of doing regarding Tom Robinson. This may seem unusual, as Atticus has always remained quite relaxed and calm about the case, however by doing this he gives the impression that he’s ne rvous and is feeling tense. Furthermore, Mayella, who is not used to being treated decently, sees his politeness as offensive and it is clear that he takes no pleasure in revealing the true nature of Mayella's actions.Whilst making his concluding speech, Atticus tries to defend the idea that all men are equal before the law, but he is unable to overcome the basic prejudices of the jury. The only mark of his success is that they take an unusual length of time to come to their decision. Atticus was appointed to defend Tom and he upset people merely by doing his job. In spite of the verdict, the black people of the town appreciated his efforts and on the day after the trial they sent large amounts of food to his house in gratitude.

Open Source Software Essay

Free and Open Source Software has been around for quite some time. Free software has always been a controversy. This time someone is trying to take a stance against it. More than just someone but a major software company namely Microsoft. The whole issue is coming against software patents. Patents are there to protect the make, use, and selling of an invention but in this case would deal with software. Microsoft is not keen on the idea of software being readily available especially to businesses at little to no cost. In the business world this is unheard of. To let companies take control and create custom software with almost no cost is being attacked. Microsoft is quoted in a CNN Money article: â€Å"Microsoft takes on the free world† as saying, â€Å"We live in a world where we honor, and support the honoring of, intellectual property,† They were quoted as calling this a matter of principle. I can understand principle and I’m definitely not against making money. I believe that enough is enough. Free and Open Source Software is there to benefit the public. In suggesting that business owners need only buy licensed software or that business owners are only obligated to purchase said software is irrational. Putting aside costs, theoretically let’s say there is a software developer that is hired by a company to create custom software. This company favors Linux rather than Windows not to say that Windows isn’t a great operating system but to say that someone does not have the freedom to create is ridiculous. To limit this company because of some alleged patent laws is preposterous. Eben Moglen, longtime counsel to the Free Software Foundation and head of the Software Freedom Law Center, says that, â€Å"software is a mathematical algorithm and, as such, not patentable. † This statement is critical because of the seeming less attack on inventors and software developers. Software has always been improved and with the strict patent laws associated with Microsoft there is no inventing unless it’s specifically for Microsoft. There needs to be a line drawn and some slack given as to what is actually infringing on patents and what is hindering creativity and innovation. There are current lawsuits with Microsoft versus FOSS (Free and Open Source Software). This has been referred to as a cold war. One side saying they will sue if the other continues to produce and the other saying that if you sue we will be forced to sue back. FOSS has always been under attack since it began. Specifically attacked is Linux. In PCWorld: Microsoft Vs. Open Source: Now It’s Political, â€Å"Once you leave the shores of the U. S. the question would be not if but where is Linux being used† in government, said Matthew Szulik, chief executive officer of Linux software maker Red Hat. The industry is in agreement that government use of open-source software particularly is growing amongst popularity. As much as I would like this to mostly be about freedom of invention and creativity the bottom line is that at the end of the day it’s all about money. No one sees the need to be forced to buy ongoing licensing to use software that most believe the costs are becoming unreasonable. Of course the government is not about spending. (Right? ) As quoted in the article Microsoft Vs.  Open Source, â€Å"Price aside, government officials around the world are also looking for ways to increase use of local software and curb the export of IT funds to major U. S. companies. That is the case in a number of countries in the Asia-Pacific region. † Money makes the world go round. The whole fear that Microsoft has is that it will hurt the pockets of Microsoft. â€Å"Windows still powers roughly 9 out of 10 traditional desktops, with the rest going to Mac and Linux. Linux’s failure to capture desktop share is disappointing to many,† Zemlin admitted. But â€Å"the good news is the traditional PC desktop is becoming less important, and areas where Linux is very strong in terms of client computing are becoming more important. † as expressed in an article of Network Wold: Bashing Microsoft ‘like kicking a puppy,’ says Linux Foundation chief. We could argue that Microsoft is just some big heartless corporation that wants to make money. That is true they are and honestly if anyone expected them to respond in any way different was severely delusional. The act does need to be reformed to show exactly that which is crossing the line in creating software and tying the hands of developers. The debate surrounds the open source code that exists and who should have access to this code. From a business perspective giving out that information obviously would be detrimental to the success of the company. While Microsoft is currently the most dominant software in the business world I doubt that business would be ready to just make a leap to Open Source Software. In the technical world not everyone is a computer geek. Microsoft still has the support to help customers. The shift will take a while and to take down a giant such as Microsoft is not impossible but not something that will happen overnight. The large factor in this is the ignorance of other Operating Systems on a general knowledgebase. Companies and governments that choose to use this FOSS should have the choice. A need for a revision of patent rights and software development need attention.

According to the textbook, storms are atmospheric disturbances characterized by strong winds, precipitation, and often thunder and lighting and are caused by the seasonal change of pressure systems over continents. Storms are classified by their wind speed. Winds less than 38 miles per hour are tropical depression, winds less than 74 miles per hour are tropical storms, winds greater than 74 miles per hour are tropical cyclone hurricanes. It take three main conditions for a hurricane to form (warm ocean water - provides water vapor to the atmosphere, warm moist air - latent heat fuel and the carioles effect - causes hurricane to spin counter clockwise in the northern hemisphere and clockwise in the southern hemisphere. Storms are form when ocean water gets warm and it starts to evaporate and become water vapor or clouds of warm wet air that move upward. As the warm clouds moves up, it is replaced by hot air rushing in from all sides.
